Philanthropy and Local Authorities:Direct Donations and Municipal Foundations


The relationship between philanthropy and local authorities is based on a fundamental and reciprocal need and can embody various complexities. This research examines two main channels through which philanthropy operates within the municipal sphere in Israel, where this relationship lies at their core. The research examines how these channels address the need and cope with the complexity, emphasizing the relative advantages and value of each channel, as well as the challenges each one presents. The research is based on regulatory reviews, financial data analysis, and interviews with stakeholders. The findings of the research show that direct donations are a limited and marginal phenomenon, while municipal foundations are emerging as a unique form of philanthropy in the municipal space. Based on the research findings, several practical recommendations are proposed.
